P1 Gr.1 to P1 Gr.1 - PQR with impact tested

Is it possible to make a WPS for P1 G2 material with P1 G1 to P1 G1 impact test qualified PQR.

Group number is an essential variable when there is an impact requirement.
So u can’t weld a P1G2

If P1 Gr2 to P1 Gr2 (without Impact test requiring)=> we can use PQR P1 Gr1 to P1 Gr1 impact test qualified ( of course thickness in the range)
If P1 Gr2 to P1 Gr2 ( impact test is requried) => can not use PQR P1 Gr1 to P1 Gr1 ( see QW-403.5)

Acc. to ASME IX 2019 - QW-403.5: if a PQR qualified on single process with different Gr. number (such P1 Gr.2 to P1 Gr. 1), the procedure qualify to themselves base metal (P1 Gr. 1 to P1 Gr. 1 or/and P1 Gr. 2 to P1 Gr. 2).

Please refer my answer and initial question.
Initial question: They have PQR P1 gr1 to P1Gr1 ( impact test qualified) and want to create new WPS P1Gr2 to P1Gr2.
because I dont know WPS P1Gr2 to P1Gr2 which they want to creat is required impact test or not. That is why I gave them two options.
