Can we write on WPS that this WPS is applicable “For all groove design”. If no why?

As per ASME SECTION IX & ASME B31.1.
As per ASME joint design is not an essential variable ,that means technically there is nothing wrong by writing so .That doesnt mean all of your client will accept such WPS.
You can simply mention as per fabrication drawing/As per Approved drawing rather than mentioning “All groove designs”.
A variable is non essential that doesnt mean you can mention it anyway you like for example current and voltages are non essential ,as per code you can write the current range as 0-200A which is absolutely fine as per the code(Non impact condition) ,but in actual that doesn’t make any sense.
And dont forget the objective of WPS is to provide the direction to the welder so make it clear and specific.
Revise the non essential variables to suit your joint geometries ,be specific .
